Introducing password complexity for all users for MR Web Portal

Currently any password entered is accepted as okay (even the weak one) for admins or new users.

Describe the solution you'd like
Some basic strong-password policy to be enforced, starting with password length and complexity. May be reuse and aging can be introduced later. This can potentially serve one of the reference.
