Add feature into front end that allows checking for new version

It should not fail if the user is on an intranet, but should check once a week to determine if there is a new version of the application and if the user is an administrator, should warn them that there is a new version.

It should be able to indicate if the new version is a security based upgrade from their current version based on the current version they are running.
