A role with the only rights to map/manage group members within application/portfolio #1092

Is your feature request related to a problem? Please describe.
In enterprises like scenarios (like in our client's case), there sits a central team which is responsible to only interface with other teams and onboard them on the platform. And manage users to be part of different groups per application per portfolio. However, they are not (and should not be) concerned with features for any application within portfolio.

Currently, the portfolio administrators are allowed to add members to groups. However, they also have rights to "Create, Update, Delete Features". Moreover, one can not create a group which could be assigned rights to only manage/map users to respective groups within portfolio.

Describe the solution you'd like
A role to mange only users to groups within portfolio.

Describe alternatives you've considered
For now, portfolio administrators are used for this purpose. The teams are instructed not to fiddle around with any features.

Hi @mik047, thanks for posting this feature request. Yes, this would be possible to do with an addition of a new group/role "group-admin". We are going to add this to our backlog and hopefully include in one of our next releases. Cheers!
