When importing YAML, check if user has permission to do so before loading import dialog, prevent submit #3077

When the user loads the import YAML dialog, no check is performed to see if they have the right permissions to execute that action (upload YAML printers).

  • Load the user permissions in UI
  • Execute a check that the permissions (no need to be smart about specifics for now)
    • Be aware that the backend has a "demoUserNotAllowed" and [ROLES.ADMIN] permission setup for yaml import (server-private)
  • When complete create another issue to standardize permission checks with reusable UI utilities
