Show locations when adding a location

To prevent the addition of duplicate locations, existing locations should be visible on the map while adding a new location.

At the very least, the locations shown on the map should remain there during this process. However, to prevent duplicates, perhaps temporarily all locations should be displayed (all filters removed) and location labels turned on.
