CROPOM integrate sub-county and microregion

And on micro-region:

3 separate indicators with their own configs

not 3 different indicators, but 3 layers on 1 indicator instead

clicking on a feature new handler which loads sub county layer

clicking on a feature of subcounty loads microregion layer

clicking back on feature from "top level" selects "another" subcountry/nuts3

style handling needs to be applied to all 3 layers to be exportable correctly

selected identifier for time series chart is applicable for all levels
