[Idea] Tournament Check-In Opening/Closing Toggle

1. Describe your idea

• our current tournament check-in system is slightly weird
• organizers have continuously pushed the check-in phase further back until everyone in their Twitch chat was ready
• to make it easier for the organizer, let’s give them a switch to re-open / close check-in before they generate the brackets

2. Why / How does this idea improve Etournity?

• less stress for organizers because they don’t have to add time to the timer last-minute
