This is a feature eyewire had in their chatbot- the ability to see if a user is online or not. I think it would be quite useful, as people (at least I) forget the the online list exists sometimes.

Is this the same as #19, or is there something in addition to simply having an indicator on the user list?

It's different:
/online LFP6
LFP6 is offline; Last activity- 5 hours ago

It seems like to show the time at which someone disconnected we would need to store the users in another txircd module.
However, this could be easily implemented via a /whois.
