Set expansion property for all matches

If you have a user config /user/spelling.yml, it would be very convenient to be able to specify global options for that file making the configuration less repetitive.

    propagate_case: false # local overwrite

Hi! Sorry for the late response, we are cleaning some discussions.
I don't think we are taking this suggestion because we like to be verbose sometimes. We currently have 2 levels of config: global an local. Thinking in 3 levels of config (global, file and match) would be an additional layer of complexity to code and also debugging stuff the users submit, so I'm not on board with it.
