Keybord layouts are not preserved on a window when moving from window to window

Symptom
With the setup with different keyboard layouts, and the option to map the layout for "window", and automatic focus enabled, when moving from one windows to the other, returning back to the first windows does not preserve the set keyboard layout,

How to Reproduce

1. install multiple keyboard layouts
2. try to change the default keyboar layout
3. switch to another window
4. upon retur the selected layout is not preserved

Expected behavior
the selected layout should be preserved as set up in the Switch Policy.

• Distro: [e.g. Ubuntu 18.04, Debian 9.5, Archlinux] KUbuntu 21.04
• KWin version: [e.g. 5.14.2] 5.21.4
• Krohnkite version: [e.g. 0.1, git commit] 0.8
