As per the title, I appear to be unable to bypass throttling on my Lenovo IdeaPad. I am able to increase power limits from what I can tell, but the moment the CPU temp hits 85c, I experience thermal throttling and my clock speed returns to base speeds for a few moments, which leads to a stuttery experience.
