We need to add the check in method com.epam.cme.mdp3.control.ChannelControllerRouter#handleIncrementalMessage

disable_all_mbo_processing_in_case_when_the_application_is_run_with_disabled_mbo.patch.zip

this is my version of the fix. It is needed to test it.(remove ".zip" before applying because github does not support this type of file)
