I feel like this kind of functionality belongs in a separate utility like it is for the block log (eosio-blocklog)

I agree, we talked a long time about creating something like eosio-util which would contain this and other util like command line options of nodeos.

It's also potentially surprising that it loads the snapshot into the current chain state.

It loads it into a temp directory chain state, not the active chain state.
