• Implement support for decoding punycode dnsregistrar#10
• Add support for punycode dnssec-oracle#54

This is a single label decoder — string → do nothing, decode, or revert (invalid punycode)

I'm not sure if I know enough about how everything is organized, but I can PR the independent contract and provide some Javascript tests.
