[Feature] ability to change center notification disappear timeout

What would you like to be added?
add a parameter in user_options.js to change timeout

How will it help
sometimes it's easy to miss a notification and you can not notice an icon in sideright. this setting is available in most DEs and mako. so it would be pleasant to see this option without modifying the code
