Because property-this-fallback was dropped at ember 4.0, we don't necessarily need to error in this case.

It would ease migration to not force people to change these locations.

In general, we also can use a docs update to help people understand what order to do things. If you turn on staticComponents and staticHelpers separately you might get a lot of transient busy work.
