consolidate voting places so comparisons can be made across years

Haven't checked how to do this. If they have exactly the same name across years that is helpful. Otherwise, once the 2005 and earlier results are geocoded (Issue #16), this could be done by giving a unique id to locations that say are less than 50m away from eachother.
