I shouldn't say nothing. There is a quick command prompt window that pops up for a second but then it closes. This is for my initial installation and configuration. Where do I go from here?

Try open command line: Win + R and enter cmd. Run X:\path\to\start-parity.bat, what's the output?

Hey I got it working. My default directory was different. I'm running into another issue right now though. The web interface needed a security token so I generated one and now I can't access the account I initially created when I installed Parity. Do I need to create another one after running the included batch file? I looked at the import options but none of them seem viable. Thanks for your timely response.
