Extending the idea of #52, we should have a more general web interface module for Bugbot:

A public log file viewer
Administrative controls for Bugbot maintainers
- Token control
- Viewing and manually editing the job list (e.g. for diagnosing a bug or cleaning up)
- Emergency controls
