Doc Enhancement - Webpack config

In running down an issue with a Low Level Component project (generated by yo electrode-component) in regards to getting the tests working on a Windows 10 machine, it became apparent the config file for webpack testing webpack.config.test.js was the offending party. I cannot seem to find in the documentation how one would override these settings, whether that be an extended config or a new one.

It would be helpful to have this information available for guidance.
