v0.2.3 failed to compile #623

Executing 'export GO111MODULE=on' first and then 'make geth' can solve the problem.

But we have encountered another problem.

It seems that it's because "https://github.com/elastos/Elastos.ELA.SideChain.ESC/blob/master/go.sum" There are some incorrect values in this file

I hope it can be resolved. Otherwise, the correctness of the program cannot be guaranteed.
