Naming Convention for Sidebar Items

This is a request to switch the names or libraries and templates.

Describe the solution you'd like
When you are adding a new target, it would make sense for it to come from the templates section. This way I can generate a standard layout for the new target. Currently, this functionality is only for Libraries. To me, a library is a collection of data that is used for a reference.
