Better logs/messages when running tasks that might need/depend on another one

Description

Analogous to #931, when a task/goal is invoked that might depend on other files, we should provide better hints to the user as to why an error is occurring (last paragraph in PR description).

e.g. User runs k8sBuild with no packages/classes. A hint indicating that he/she might have forgotten to run the build/package actions.
