Startup on JDK11 fails, looking for a JRE on Windows #498

There is an explicit reference to the JRE directory in

openmq/mq/src/win32/svc/util.c

Line 156 in 87300dd

* Valid IMQ_JAVAHOME. either it is pointing to a JDK or a JRE.

which result in a startup failure on JDK11.
