230928 - AI Spectrum Icon Highlight

Note: This ticket will have to wait until gradients in icons can be figured out.

Through the AI workstream, we'd like to add a variant to the AI Spectrum icons that would allow them to first display in color and then after "X" duration fade to black.
This is meant to introduce AI as a "new" thing, but then allow it to sit back with other icons.
Ideally, we'd like to support the traditional icons, this new version of fading from color to black, which would then allow us to possibly create a more expressive variant down the road (color animating inside of the icon, the icon moving in some way, or something of that sort...)
