Feature request: specify (or exclude) tenant_id's from Spade

sometimes an SP wants to select or exclude a certain tenant_id from the eligible deals. Some tenants have bandwidth issues (you might want to deprioritize them), some tenants are favored by an SP (like the type of data they offer).
Params like the following could be considered:
--only-use-tenant-id
--exclude-tenant-id
