Create Base template in Django for checkin #6

For checkin we need base template which consist of:

Nav bar with temporary button redirecting to different page
Footer, just like dscatc with custom text
Background *optional (if you have something in mind)
Or you can add anything which you think must be there

Make sure to use materializecss framework for styling and once done, save it in /templates/checkin/base.html
