I would like to create a M175 build that works on the Mini. Unfortunately it seems Lulzbot's firmware (as of 2.6.22 lulzbot-cura) has terrible PID tuning for this hotend. I'm not sure if this is Mini specific or happens on other printers as well, so simply copying parameters from them is going to be less than ideal.

You could try a PID auto-tune. You can send that through the terminal. It can help to tune the PID with your cooling fan on full blast as well.
Auto-tune hotend at 210 °C for 8 cycles:
