It would be good to write some instructions for how to maintain the bibliography (for example, this could capture points raised in issue #3, issue #4, and issue #5). Would be great to include examples of good references for the various report types (Journals, AEBRs, Unpublished) that we frequently use.

More technically, it could also discuss how to include the bibliography as a submodule. Basically there is quite a bit of shared unwritten knowledge in how to use this bibliography, and it would be good to capture it.
