all users in Apple Store iap always using sandbox enviroment without any connect sandbox users settings

tips: the app is not download from apple store and testflight instead downloaded from adhoc testing ipa file .

Expected Behavior
Just users setted in connect-sandbox user will show sandbox.
Others should pay for real env.
