Add Proposal generator UI and API to Explorer

Expected Behavior

Add button to governance page to generate proposals easily,or make a new subpage to handle this.
What it should do:
Give a ui to give following details
Title: [For Proposal details post on reddit or forum]
Name: [For The preparebudget command,should only accept 20 chars as max limit]
Term: [Cycles,usually 2 or 1]
Author: [Your name/username]
Receiver: Your address
Created: Date of creation
Proposal Total: Enter amount * Cycles

Actual Behavior

Doesnt exist,needs to be implemented
