Docker desktop was needing an update and after waiting for docker desktop itself to try and update it failed so then installed it manually from the web and dragging it into applications replacing it. After this the app would open show "installing update" in the bottom left and then just hang and not allow for any interaction. Eventually I got to this page after letting it sit for a bit.
Reproduce
Unsure how you could reproduce this I updated from docker desktop 4.20 -> I believe 4.29
