How extend image by new libraries like libegls2-dev?

Hi,

I read in one issue that it was impossible but now few yeas later is it still impossible? I create new image like this:

RUN dpkg --add-architecture arm64
RUN apt update
RUN apt-get install -y --no-install-recommends libgles2-mesa-dev:arm64 libegl1-mesa-dev:arm64

And make still doesn't see this libraries. How should I provide libraries for /usr/xcc or for cmake?
