Description

Some features are available only in newest torch versions. One such example is #7188. To test this PR, we need to have torch 2.2 in the CI because the added code is enabled only with later torch versions.

The regression test environment was updated to torch 2.3.0 with CUDA 12.1 by @Rhett-Ying.
