DOTX010E and "Premature end of file" errors on GitHub Action

My builds are working fine on my Windows machine, but some of them fail on GitHub Actions. I've checked every single character in the DITA Maps and Topics but cannot find the problem. Other deliverables build fine without any issue. Do you have an idea?

The problem is the "&" character in file names. This works on Windows, but on GitHub Action (Ubuntu Linux) this seems to be a problem.

I do not seem to reproduce this problem on Mac. I assume the "&" is properly escaped in the references to those topics.
