Allow _submitted filter in access control field validation

Describe the Improvement

Looking at #21873 there seems to be a valid use case for checking the submission of certain fields when setting up access control for item creation / updates. Internally we have the _submitted filter operator which would make sense to expose as an is set operator in case of the access control field validation for all fields.
