Councils have retention policies that cover these documents. Usually they're 5-15 years although this does vary between councils. After that time the council themselves will get rid of the document and all related data so it's possible that a 2001 document no longer exists anywhere, especially if it was never actually adopted. Aside from the library you could try an internet archive service like http://web.archive.org/

How can I find copies of old local plan documents, without having to go to a library?
I am looking for the Bassetlaw Adopted Local Plan, 2001 (It's a misnomer as it was never adopted!).
Any help much appreciated.
