How do we refer to the content of a .csv register? #260

In a conversation about brownfield sites validator we were unsure about how to refer to the content of a .csv register.

We recognise that a lot of people will be using spreadsheets to make and edit their .csv files, and in this context "cells" makes sense. "Fields" isn't right, whereas "values" make sense from a .csv perspective, but may not be a concept that people naturally think about.

We decided to go with "values" and test this with users. This might also be something to build into our glossary.

We've previously used "entries" as well but we didn't feel this was right. "Values" does seem more reflective of what it is given we are asking for data to be provided in CSV files. Lets see how it tests.
