UX for auto downloading of SDK versions in the context of multi-IDE.

Current behaviour is to just pause everything and secretly download+install without any information provided to the user. This behaviour will be even worse in the context of multi-IDE where there can be multiple SDK versions.

We can use context popups to ask users what action they would like to do. With an option to remember the behaviour.
