Map page with offline tiles and mapeo observations

Have a map using tileserver offline tiles, and fetching and displaying Mapeo observations.

Risks

Without implementing authentication on mapeo-bridge it's hard to filter observations, and all are exposed. At the moment all observations are exposed and shown on the mapeo-bridge map, but without offline-tiles.
