dials.find_rotation_axis: search out-of-plane angle

It turns out that PETS2 does not only search for the rotation axis orientation in the plane of the image, but also follows this with a search of a few degrees in the angle out of the plane. Surprised this works, but apparently it does. So I would like to try this in DIALS too.
