Update schema release process to include library update

The past couple releases for the Devfile api (2.2.1 and 2.2.2) have missed necessary updates to the Devfile library to allow the library to parse devfiles using those versions. devfile/library@44ca18d was eventually made to add support for 2.2.1 and 2.2.2.

The current Devfile schema release process documented here: https://github.com/devfile/api/blob/main/docs/proposals/versioning-and-release.md, does not mention any necessary library updates. As a result, it should be updated accordingly to reflect the necessary changes linked above.

• Devfile release process updated to ensure the library is updated to add support for parsing the newly released version
