/inc/Base.php lines 510~515 should have conditional to check user roles. Not sure what level to start at. perhaps contributor to editor up to staff should be allowed to embed hyperlinks without rel="nofollow". Link juice should be passed onto internal and external links when the domain is the one answering the question or creating the question.
