Add some basic configurations for deploying Derailed with Docker.

This should include:

Dockerfile for the API and Gateway
docker-compose.yml including:
- PostgreSQL (primary database layer)
- Redis/Dragonfly (temporary event sending layer)
- API via Gunicorn
- Gateway without optimization layer

However, the Web App will still have to be deployed separately. Most likely via a separate NGINX/Apache configuration.
