No Predicates Found after Providing Too Many Labels #1156

When I provide more than 100 labels, my dedupe.Dedupe.train call fails with an error. If I provide ~100 labels the code works fine, but if I provide ~150 labels this error appears -- nothing else changed.

Blocking predicates:

BlockingError("No records have been blocked together. " dedupe.core.BlockingError: No records have been blocked together. Is the data you are trying to match like the data you trained on?

It appears that the train call is unable to find any predicates, causing a BlockingError when I go to apply the model.

This situation is mentioned in #940 but that ticket is not focused on the BlockingError specifically.
