Add Cypress tests to validate site operating as expected

Summary

In service to making sure our templates remain operational, we want to integrate testing tooling. We want to utilize something like Cypress.

We can start with some small tests to making sure that everything is in order. Starting exclusively with the user facing site and another suite for the CMS logic if we need it.
