Update: Service account needs billing permission

Thank you for this wonderful tutorial!

I want to add one step I had to do in the end, without which removing billing did not work.

You need to find the Service account which runs the cloud function. Then go to Billing -> Billing Account Manage -> and add the service account email + give it Billing Administrator rights.

Then it worked for me!

That can't be done via a PR, as we would need to do it via the console or via gcloud in the command line
