Yes, Dash's previously announced hard fork happened at block after they are stuck. This could happen if Dash Core was not updated to v18 prior to activation. This support article describes how to get back on track. EDIT: copied support info for convenienceThere has been a planned fork on the Dash network, and all clients working on v17 might get stuck at the above block. To resume syncing with the blockchain, download the newest version of the wallet from dash.org/downloads, go to the console and execute these commands one after another:

Hi, dash has stopped syncing at block 1738697. Same issue is with some other online services like cryptoid - see attached screenshot. Sync stopped at same block.
