Blacklist not always active?

I've been wondering... does the blacklist not get applied when resuming a 
download? I sometimes uncheck the "uncheck blacklisted" option since I'm 
curious at how many items in an artist's gallery gets blacklisted, but then if 
I have to resume the download for some reason, then those get downloaded 
anyways.
Could this be related to the gallery issue I posted earlier?

Resuming, you mean after loading from a saved file?

No, I'll start a list to download, then a download error occurs at some point, 
so either it finishes or I hit "stop downloads", then hit "start downloads" to 
download the rest of the list, but then it will download everything, ignoring 
the blacklist.

As it is, it's not a huge problem to me, since I prefer to avoid dealing with 
things on my blacklist in the first place, but if it was supposed to be using 
the blacklist at all times (when it is set to be active), I thought I'd let you 
know.
