Add pretty quotation marks

What is your problem
When writing, I often use Windows+dot menu to insert those „pretty” quotation marks (like those I typed just now). They may be inserted manually in editors that don't convert straight quotes ' and " into the pretty ones.

Describe the solution you'd like
To my surprise there's no accent under the apostrophe/quote key. I'd like it to have a number of "pretty" quotes, as used in common languages.
